  1. You don't need Proxy ARP as your VPN pool is in a different IP subnet to your LAN network. Turn off Proxy ARP as it can cause some odd issues that are best avoided.
  2. You need to add one or two firewall rules to allow traffic to and from your VPN Pool IP subnet and your LAN network subnet.

I'm not sure where you'd find this in the CLI, but in Winbox, the Status tab shows the details of the auto negotiate status. Take a look at that and post a screenshot back.

Can you provide some more details about your configuration? SSTP requires only a port (not specifically port 443) for HTTPs traffic to function, so there's no reason why it shouldn't work behind a FortiGate when correctly configured.

Thanks samsung172, I had wondered about that option. One reservation is that it seems like quite a few moving parts, any one of which could fail and cause the monitoring to fail to detect an outage.
