The problem appears because iPhone tries to load captive.apple.com, but I think if you have 4G and you're connected to an hotspot, then captive.apple.com is reachable and captive portal won't trigger. Just an update, the mac's I was testing on were on Sierra. Upgraded to Mojave and the issue has gone.

Winbox no longer downloads anything from the router (if using new winbox and new RouterOS). Also, the router now checks all internal file signatures itself.
