No extra packages needed for wireless in 6.40 onwards until 7.13, there it is needed again as "wireless" not "wireless-fp", as in 7.13 the wireless driver was stripped from the main package. Upgrade through 7.12 will add the wireless automatically for 7.13. From some 6.40 till 7....

I see routeros 7.16.2 and wireless 7.16.2 on the winbox screen capture. Clearly the wireless package, for wireless interfaces WLAN1 and WLAN2.

It's a bit odd...you are setting channel to 5240, while in the screenshot it shows 5500. Happens quite often with DFS channels. Set one DFS channel and operate somewhat later on another. Your AP must change frequencie on "radar detect". As long as those other channels are somewhat similar...

You don't need DUDE client to setup and look at DUDE. You do this in Winbox (or even webfig)
DUDE menu en Syslog Rules setup for DUDE are also in Winbox
Just as the LOG is in Winbox, including it's filters when displaying.

Reset counters in "Limitations "does work. I could not find the counter values, but users are actually stopped by Profile Limitations until reset executes.
Reset execution is visible in the log.

These are NOT the counters in the Users TAB page !

Don't know if this will help here, but for more logs on wireless (eg. attemps to associate with WLAN driver) one needs topics "wireless,debug". Additional lines will be in the log then, which only contained "wireless,info" ( e.g. connected/disconnected) before.

The station always follows the AP in frequency. What range to scan could be defined by country (optimised). The TX power of the station is important , is set by Country value (and antenna gain correction parameter) AFAIK the AP is the only one that has to do the CAC test for radars. Not the station....

My mileage ... safemode did not safe me. Don't know why.
And when bridge VLAN filtering did not allow access to the CPU, then MAC based access also failed. (MAC telnet, WinBox).
