This appears to be fixed in 6.41 -
set contact=Joey enabled=yes location=XXX src-address=XXX trap-target=0.0.0.0
Setting the src-address variable has fixed this issue for me.

Enabling GPS
I am attempting to get GPS working on an RB532. I have 2.9.43 installed and see the enabled GPS package. I telnet in and go to system gps and type "set enabled=yes port=serial0". The response that I get back is device is busy (and it doesn't work).
What am I missing?
