Can someone explain why in 3.6 it is no longer possible to specify a source address for telnet connections?

Is /routing filter only in the routing-test package (2.9.x)? I'd like to prevent OSPF distribution of select networks that are connected to a few of my routers. The problem I'm seeing is that packets that should be going through the forward chain are being dropped in the input chain. Users cannot pass traffic. More specific, sometimes users work fine, sometimes they don't. Getting about 20-30 simultaneous users, using cookie and chap auth (had mac auth enabled, but turned it off last night).
