If you want to bond 2 wireless cards, use 2 eoip tunnels in the /interface bonding, it works! 8)

if you are marking packets with a flow for p2p and other, priority will take the one that matches first in the mangle list (if action=accept). In other words - a packet cannot have multiple flow marks.

yes, you have to add 2 rules, but you can use the same flow for them:
(download)
/queue tree add parent=Local flow=HTTP ...
(upload)
/queue tree add parent=Public flow=HTTP ...

Maybe this helps: 1. to limit 256kbps for each client with queue trees, use PCQ (per connection queues). 2. for marking packets, if you are using masquerading you have to mark the connection which is going from your local network, for example, mark HTTP traffic: /ip firewall mangle add protocol=tcp ...

i blocked the tcp port 1863:
/ip firewall rule forward add protocol=tcp dst-port=1863 acton=drop

try to set for both (rule 0 and 1):

set 0,1 limit-at=0/512000 max-limit=0/1024000 interface=local_interface queue=sfq
disable 2,3,4

this will limit download only. it should work like this - when both are downloading, they receive 512kbps, but if one is idle, the other one can go up to 1024kbps.

If you want to redirect ALL your SMTP traffic to the local address, you can set only the dst-port=25 and to-dst-address=local_IP:port without setting your public IP.
