Hello! Have the same problem in RoS 7.16.1 I have 2 rule: first rule works fine, but the second - not working correctly. Problem was solved.

Solution is:
- disable another bridge and ports, that are not used. Both bridges were with the same admin-mac
- remove vlan interface from bridge

All fixes were from CRS side.

Issue caused by wrong Switch Chip VLAN Setup.
