Thank you pe1chl. Reformatting disk indeed freed up around 500 KiB. This allowed me to install 7.17.1. But after install free space is only 124 KiB, so probably the problem will return with 7.18.x, as this version is again bigger.

The same problem again with version 7.17.1. Before upgrade I have 296KiB free on version 7.16.1. I do not keep any files on flash disk. Upgrade fails due to low disk space. My backup is 256 KiB in size which seems to be normal.

There is a solution without cutting features. I own hAP ac2 and out of curiosity I looked at drivers section of ARM RouterOS. There is for example prestera_dx_max.ko file taking 687 KB of space.
