I've tested v7.18 on RB5009 and problem is still there.

In 7.17.2 problem still persist.

Solved.

Changed winbox port for like 4th time and winbox connected without any issues.
I tried 3 different ports - without default one.

Using the same, on other routers that i updated today no problems at all.
Only one RB5009 (we got bunch of them). A lot of them have same firewall configuration (one company with multiple locations)
