I dont know how you have your tree setup in my case i make like 10 global trees and add one rule to one global and same as in your case only for download, Ive manage to lower cpu usage form 90 in peek to 35-45 in peek.

Thats how its work for me.

As far what i know "global" use only one core of the procesor (thats why you hit almost 100%) try to change it to interface traffic is going out.

Most likely this happend when you have connected TP-Link device to the AP, just try to find this device and upgrade to latest available firmware. I'm pretty sure that this problem will disappear
