yes, you can use EOIP bonding over ethernet cards. Also it is possible to use 4 or more ethernet cards.

you can use winbox in linux, too. You can run it with wine.
Winbox is a good tool for windows.

Did you tried snmp-get with -v1 option? Because RouterOS supports SNMP version 1, but some Linux distributives by default tries to use SNMP version 2.
