I have seen this kind of behavior that shows traffic in disabled port with broken switch chip. Chip was broken by over-voltage caused by thunder.

It could be some analog link too. I have seen analog wireless security cameras using 2.4 GHz in some sites. This blocks all wlan communication in channels affected.

Attachment shows analog security camera in about ch1 blocking about half of 2.4 GHz wlan channels. Then it was turned off.

Yes, it's possible to use jQuery and any other browser based things.

You can put any static files (jquery.js in this case) into hotspot directory in router. Or allow them to be loaded from internet using walled garden.

It's ok. Normally it is enabled like yours.

But if it is manually set to disabled then it could cause problems if not set correctly in both sides of link.

Did you try other cable? Sometimes problem could be bad or broken cable.

After that it is more and more likely faulty ethernet chip.

You can reset the power on the USB port aswell.
Just remembering that RB411UAHR would need external power for usb and STX is first board that implements power reset feature. Or have I missed some hw changes somewhere?

I think that good modem should not need that kind of trick to work.

Just tried with static only addresses and windows xp gets address without problems. And don't get address if there is no entry in leases table. I see that it is working as it should. I am using RB750G and 5.0RC11. Windows XP was home edition with SP3.
