say 192.168.4.25 ip address have max bandwidth limit 512 kbps/512 kbps. sometimes it works properly and sometimes it's not work, it goes to our max bandwidth say (1 mbps).

You can block requests to the particular address on the router, however it will not stop client from sending it.
The good idea would be to visit client or recommend to clean its PC from viruses (bad applications).

few client pc always request for this url http://sdmc.devicevm.com. It's automated created.
Actually I don't understand is it spam or what?
How can I block automatic created hit from client pc?

VLAN2 IP: 192.168.1.0/24
VLAN3 IP: 192.168.2.0/24
etc..
IS it possible to create VLAN with Mikrotik router OS v4.16 and Linksys SRW2024 Switch?
