Don't dismiss a PSU fault unless you've swapped it out. When the caps in the PSU go bad there can be high ripple on the power line causing unstable operation.
The voltage readout says 23.7v, so It can't be the psu.

You could do this with just one router, a RB1100AHx4. Does the ISP provide a copper ethernet connection to their NTU?Can this be done with just 1 router and one managed switch (with VLANS at switch level)? And then further switch and an AP at each house obviously.
