Just implement good firewall rules and all will work well.

Now that I see that maybe you use PBR with firewall mangle.

In this case just create a new mangle rule with dst-address=192.168.0.0/16 action=accept and put on the top.

Add this new entry in your PBRs.

Try add a new entry with dst-address=192.168.0.0/16 to lookup to main table.

Put this new entry at the top.

What did you used?
Policy base routing or PCC ?

Another suggestion is implement what routing-table will be used directaly when create a new netwatch.

First - The IP of your machine is in the same netmask with your RB.(what ip you is using in your machine?)
Second - where you opened up DHCP client ? In the your machine or in the RB?
Remember which for DHCP client to get IP is necessary which DHCP server is working.

Create two vlans in the Eth1 with id 80,81.
Create one bridge and add in the ports the vlanID81 and ETH3 so all trafic of vlan 81 will forwarded for port ETH3.

Is there any motive for not use hotspot or you don't know as works hotspot ?
