VPN Failover issue

Head office is having Fortigate Firewall with ISP1 and ISP2. branch ofiice having RB750 with two Ipsec tunnel and 2 ipsec policies. vpn is working fine but when isp1 fail isp2 will start then branch should also used second ipsec tunnel and second ipsec policies. how to do failover.

We want do site to site VPN with RB 750 UP with internet USB dongle. USB dongle does not provide fix IP. we have center site which is having Static IP. so can we get help on VPN with site-1 with static IP and site-2 with usb dongle dynamic IP. please help me. thanks in advance

We are suggesting radio link for one Bank. but customer is saying Wireless is not secured. hacking is possible. so can you describe what type of security we are using when we are doing point to point link with router boards. any wiki ??? so we can give to customer. Thanks in advance.

when we put cat-6 cable from PoE to switch. switch shows heavy traffic. all lights blink fastely. there is no other connection on switch. we have removed all cables. only one cable from mikrotik PoE to swith is there. who is generating traffice???
