Some NAT do not work with GRE protocol.
It nat TCP or UDP but it dont NAT GRE protokol

Maybe what is missing is the Port number? I get the impression that RouterOS is extreamly powerful, but very dumb on its own unless you tell it EXACTLY what you need it to do.
