Let me make sure I understand this:

@samsung172 - So in area1 router 19 (172.1.100.19), I need access to the PPPoE Concentrator, so I VPLS tunnel from router to the concentrator (172.1.100.1), I would structure the VPLS ID as EDIT: 19:172.1.100.19 correct?

I doubt it. Just call your ISP if your using a residential provider and pay the $10 extra for the static IP which will allow what you need.

I dont believe this is possible if you cannot change anything on the modem. Maybe throw in a small tik device between the modem and your device just so u can get the static IP?

Could you possibly put the modem into a bridged mode and have the tik handle the wan?

You can use whichever port you want. Just make sure you add the used ether port to the bridge that wlan1 resides on.

I tend to leave the antenna gain setting to 0 which is default. I would check your local regulations on what the max you can transmit and adjust accordingly.

Attatch the vlans to the wds interface on both sxt's and create a bridge with the vlan from wds and the same vlan on the ether port from the RB750. Sounds like you have configured the mikrotik correctly but the modem has been left unconfigured. Possibly an arp issue. Add the mac and ip to the arp table on the modem and see if that helps. Need a bit more detail about your network topology and the settings on the mikrotik.

To clarify, when Internet is stable, the vpn works great? But when internet is unstable you have connection errors?

Are these clients creating the vpn connection through the wan or lan side?

Yes that is possible, of course some factors must be taken into consideration, such as LoS, and or interference. But at 3km it should work fine as long as you have LoS.
