I've used the same version for a certain time. But I didn't find this such type of problem which you are described. Which Router Board you are using? also make sure any hardware problems are not arrived during this time. I've switch from 5.20 version regarding a problem in DHCP. Now I'm using 5.22 v...

At first flush you DNS cache in mikrotik. If your problem is solved yet then use a transparent squid proxy server as a parent server in mikrotik web proxy. Also check one issue that is problem found from your particular private IP or all private IP?

You can create a eoip tunnel with your friend Mikrotik Router and use same IP block which is used your friend Local Environment. But If your friend use another router then you can use those server through VPN connection
