Many ISPs use as WAN IP routable not verify your address do a tracert and see where your package is.

I use the same scenario for mikrotik nat loopback IPv4, the IP / Public 32 is used for NAT.

You must route the public ip over the network "/ 30" then you must make a src-nat.

This public IP / 32 you must create a bridge interface is called the IP loopback and asigar bridge.

You will have no problem with 16-bit AS I personally use to peer 16bit 32Bit

Routerboard has easy solutions to this distance as sixth and as AP CPE-5HPnD-OUT RB912UAG these teams are very good at those distances.
