I guess realistically at this moment the only solution is to get a different modem. Huawei E3131 seems to be working fine for me.

I consulted with my mobile service provider and found out what the problem is. The problem was not in my settings, but basic incompatibility between Mikrotik and Huawei E3276. Huawei E3276 works only in NDIS mode, but for RouterOS to be able to use a 3G/4G modem as ppp interface it has to work in RA...
