I have a similar case with mix scenario, running VPLS on ROS7 and Cisco route reflector

In my case, the latest working version is 7.15.3, it stopped working since 7.16

Can you try comparing those version to see if we had a valid result?

Also, BFD is not an option for IS-IS, basically you cannot trigger down IS-IS adjacency using BFD (option not available, like it is available for OSPF). So, for fast convergence you must rely on tight IS-IS timers.
