Disconnecting a low signal client in CAPSMAN?

Is there a feature in Capsman to Disconnect a client with a low signal, and push them to an AP with a better signal? I saw a mention of it in another forum post, but cannot find it in winbox. Does anyone know where this feature is? A screen shot would be EPIC. Thanks in Advance

in capsman u can set signal limit if its gets too low that ap automatically kicks out that device and eventually device will connect to another ap with a better signal
Where do I set this signal limit in Capsman?

Is there a firewall on the local system preventing connection?
The ISP has informed us that they have provided us with a bridged fiber to ethernet connection, and that it isnt firewalled.

Check your rules! Inside to external Ip addreses are missing. You can masquerad or map each internal address strict to an external address. Yes you can shape traffic with routerboard. You will need to mark VOIP packets and mark the rest packets and set up queue tree with priorities and limits.
