I've solved my problem by complaining to ISP which upgraded me to a new CPE they just got. IPv6 ND works on the new CPE.

Still... this episode will reflect next month in my tender when I'll be purchasing ~300 routers. Guess what I'll require that they do on IPv6 ))).

What is the status of IPv6 static neighbor support? Some ISPs/switches drop multicast frames and thus don't support IPv6 neighbor discovery, but *do* support native IPv6 using static IPv6 neighbor entries. Static ARP and neighbour entries seem to me like basic router functionality, I sometimes use it also as one of the "security features".
