For initiator side port forwarding is not required. Trying to do a peer-to-peer tunnel will be problematic because you have to specify a peer IP address or hostname on both VPN endpoints. What do you specify on the one trying to connect to the device behind the NAT? The IP of the NATing device? Or ...

Most likely you want some system to be unable to route traffic to other networks, e.g. internet. You can solve that in another way. When you click on its lease you can make it static, and you can add a filter in the router that blocks this specific address in the forward chain. That should have the...

I think the RouterOS DHCP server does not have this capability, unless I have overlooked something.
The ISC DHCP server often used on Linux can do this. Maybe you can run it on another system in the network.

Try to do site to site VPN with your "standard vpn implementation" when 2 routers are behind (P)NAT and one of them (or none of them) can have port forward.
