I guess it will not work because ISP assigned a private IP to Mikrotic device and when I checked on internet (what is my ip) then it gave me different IP which is a public IP.

I used to use userman web interface (separated to winbox/Mikrotic web) while using version 6.38. Now I think there's no such web interface in the RouterOS 7.
Is it discontinued?

Your public IP might be listed on the webserver, where the VPN public IP address isn't? Is it a public webserver? What error do you get?

Which MikroTic product is better in handling the hotspot (captive portal) users. It should be able to handle at least 200 (500 max) concurrent users. Would it be possible?

If it's going to work or not, MikroTik has a calculator somewhere, which allows you to compute theoretical signal levels and I think speed too. But until you actually try in real world, you can't be sure. Difference between "ap-bridge" and "bridge" is that the latter is limited ...
