So from what I have found this can't be achieved by routing policy as the Output chain is after the routing decision.

All I have come up with is to create a static route to a single IP out the interface part of the Management sub net.

Any other suggestions or approaches would be greatly appreciated.

Probably. I've had success with connecting Mikrotik to Cisco and SonicWall. IPSec is a standard so it should work. I am having this same issue, we are trying to setup Mikrotik as OOB devices using a 4g card with a dynamic IP, connecting to a Sonicwall NSA 4600.

If you find a fix please let me know, I will do the same

We found using AES for encryption had better results.
