I just tested that if I lock the data rates on one of the Gb ports to 100Mbps full duplex, the mA used by the device drop by about 60mA, and that seems to be enough to stabilize the situation. One problem I see is the following: Look closely at the Ip range for dhcp_pool2:

You've probably tried, but ... Have you tried to log in with winbox, plugged directly into the router (or otherwise trasnparently bridged to the router), by MAC address? Older versions of winbox allowed this, can't seem to find out how on mewer versions, so I keep v2.2.18 in my laptop just in case ....
