That is the kind of issue that you can usually solve by throwing away the session file for that device and start again...
But I don't want to do that, in such a case I would want to open the session file in a text editor, look for the section for ip firewall mangle, delete it, and then re-configure only that window but keep all the others.
(I do not experience this particular issue but I have seen it in other places, e.g. BGP peers)
Also I think MikroTik should to a complete scan of all available windows, check all the column names and make sure there never are any duplicate names. There are too many places where two columns with the same name are present, and in that case selecting a column and saving the session usually does not work.
