which packet goes in to wich queue type?

I've a general question: my situation is the following: I've one main queue and it has a few sub-queues - the packets are divided based on traffic type. I'd like to maximize the rate based on the client IP addresses (I don't want that one client uses all of the bandwith of the wifi sector) - so that I've set the queue type of the main queue to PCQ and set the rate to 500k and checked the destination IP checkbox. But this is not functioning because as I see the packets are going into the sub-queues and they become the queue types of it.. Additional info is that the bandwidth used by the main queue is between its limit and max-limit value... What could be a simple solution of that? I don't want to remove the sub queues because I want to priorize the traffic based on the traffic type too (P2P,web,etc...) thanx for replying!

as far as i know, it's not possible: PCQ queue do not affect its children queues
