now there are lot of changes, for example your `latvia vs other countries` problem can be solved with the address list. you don't need any mangles.
in the address list you can enter all addresses that are in latvia, and then make one rule that redirects requests to other addresses. now it is really simple. I will make sure someone writes an example for this soon.
