help can't restart or shutdown my reuteros v.3.20

Hello ..
i just installed routeros v.3.20 ( intel/amd ) and then i got level 4 license .
but after i added the key i founf that i can't restart or shut down the system .

so what i have to do ?

Have you installed routerboard package ?
