please help me out

I work for an wisp we have 2 nocs where our bandwidth comes in at each noc we have a mt setup as edge router.

We don't have routers setup at each tower/cluster only the 2 nocs and our office.

We've had several complaints that traffic appears to be trying to go through some of our business customers network as their firewalls are logging the activity.

We have routes setup on the edge routers and all the cutomers are using the nocs gateway ip for their gateway.
With this type of setup would this would be considered a flat network because we don't have routers at each tower?

We received our own chunk of ip's from arin so we implemented those each noc has a dhcp server for the nonstatic customers.

We have 15 /24 's we use the first 8 for what we call the north network and the last 7 for the south network.

Essentially each noc only has its allocated 8 subnets on north 7 on the south.

I'm trying to figure out why our customers traffic would be seen by other customers firewall logs.

If this in fact a flat network would this explain why the traffic is being seen? remember the north and south network are separate
except in the event of a noc outage in which we have bgp which failsover to whichever noc is up.

please help explain.
