good signal but client can't connect, connect with low tx/xr

iam A WISP and i have tower , routerboard 333 with alfa minipci WPCI085H , antenna 12 dbi my cusotmer at this tower about 30 ,

so the problem is :
i have a good signal but some time my customer can't connect
when they make site servey they see a good signal but their devices can't connect just scaning
note : my client use edimax , tp-link
but when i reboot my routerboard they connect for 1 hour some times for 2 hours and the problem happened again

to go around this i make an other two virtual ap with two different names so when they can't connect they try the virtual and this succeed

the other thing they always connect with just 1 or 2 mbps tx and 11 mbps rx

and really i have a bad through output

i try to use low tx-power and try to use the top-tx-power it is the same
and try with support rate no way the same problem

you probably have to play around with the frequencies a bit 2.4GHz is the worst of the all; or replace some cards.
try setting the APs to B/G, in B only mode you can't achieve more than 11m

move onto 5GHz, the kit price is almost the same and the freq is a bit more stable :)

get away from edimax and tplink - cheap doesn't mean good.
try UBNT Nanostations if you think MKTK based kit is too expensive for you.

first of all i know that 2.4 ghz is the wrost one but here in my country i can't use other freq. like 5ghz just here they allow 2.4ghz for ap mode and 5ghz for p2p
and i know b mode just 11 mbps i hope to have 11 m but in tx not only rx
i know edimax and tp-link are cheep but i can't say to someone i can't connect you becouse you have edimax or tp-link or any product
other places i have ap senao EOC-3220 and it is work fine but the problem just in my new routerboard

i have other Q. the maximam of alfa minipci is 1000mw is it butter to use manual tx-power and set it to the highest or what is the best selection
i try to search for tec. spec. to find how to put manual tx-power for this card but i did't find any help
any one have any idea about manual tx-power table

I have a similar problem. But in my case the AP TP-Link station can not connect to my RB411AH in WDS mode at any time. I have good signal but can not get any ping arrives Routerboard.
