On my hotspot, users are limited to 256k up and down. However, there are some users that I want to bypass through the hotspot, but I still need to limit their speed. What is the easiest way to rate limit bypassed users?

Bypassed users get put into the Hotspot queue itself. They all share that queue. The queue rate limits are determined by the rate limit put on the Hotspot Server Profile.

From playing around with this, it doesn't seem to be possible to make a specific simple queue for that bypassed target address.
