i don´t understand the settings in the usermanager to limit the bandwith. I have a 16MBit connection to the internet and want that the users can download in the first 6-10 seconds with a speed of 4MBit. This must be enough to load any webside. After the 10 seconds i want that the speed is limited to 2MBit for the user. Can any tell me, how i configure the usermanager limits?

You need to use bursts settings additionally for rate-limit,
