I have lincese for Mikrotik 2.8.6 with 6 level key but 3 months ago (2003) i Buy Mikrotik 2.8.9 with lv 2 key.(2004)
Now new Mikrotik with 2.9.6...How can so fast...

I think you get a free updates for a year after you purchase your license. Generally upgrades are fairly easy and painless, but you may have a few issues going from 2.8 to 2.9.

After i upload all file npk like the picture above, what should I do?
I had restart my server. But it dosn't change anythink....

By the look of it, when you uploaded the files the names got changed. For example on your system you have SYSTEM_2.NPK when in fact it should be system-2.9.5.npk, and ROUTING_.NPK should be routing-2.9.5.npk etc
If I were you I would delete all the files that relate to upgrading in your router and upload them again making sure that the names are correct, then when you reboot they should be recognised
