I have 450G with hotspot activated

I drag all packages 4.6 and reboot router and don't see user manager
in winbox anywhere

What am I doing wrong

I get a message "could not download file write failed"

I have a spare 450 I am trying it on

It is the files for 400 series mipsbe.npk

try using FTP for upload
