I have some routerboards that are embedded within a site, and getting an internet connected windows laptop running winbox up onto the sloped roof of a set of buildings so we can click on "upgrade key" is going to be a health and safety issue for us.

Does a method exist to get our license keys upgraded, and then upload the keys to the routerboards via ssh/scp?

No, such a method does not exist. It is Winbox itself that contacts the license server to get the new upgraded key and then applies it to the server. That functionality isn't exposed in any other way (CLI, API etc.).

If you're able to ssh/scp to the Routers, then surely you can Winbox to them?
