You need a device at the other end to accept the specified bonding protocol, otherwise it won't work. Are both the ISP connections from the same provider? If they aren't then you most definitely won't be able to bond the interfaces.

If you are looking to load balance the traffic, then PCC or Nth are what you are looking for.

From the same provider or from two different providers?

If it's from the same provider you'll need to call them and see if they support any bonding protocols. If from different providers or if they don't, then you are stuck using some failover/load balancing method.

You'll have to call the provider and see if they would support any kind of bonding. You'll also want to try and get sent up the support chain as I'm sure their Tier 1 techs won't have any idea what you are talking about when asking about bonding. They may also charge you if they do support it and set it up since it will require work on their end to get everything up and running since I'm sure it's not something they normally do.

If they don't support bonding, the only thing you can do it set up load balancing to use both lines.

Bonding only works if you set up the MikroTik for it. By default it won't work/accept it, because it won't be listening for the protocols for it to negotiate bonding.

You don't 'allow' bonding and then they can suddenly use bonding, you configure it for them. Bonding needs to be configured on both devices.

Here's the manual: http://wiki.mikrotik.com/wiki/Manual:Interface/Bonding
