Mesh change in new wireless drivers

We have been previously configuring HWMP mesh to use wds-slave mode in making peer connections with dynamic-mesh wds. In versions 4.12 and below the routers could find each other and associate fine. In version 5.rc3 and version 4.13 we now find that wds-slave mode no longer allows peer discovery. We have to set up routers in AP-Bridge mode in order for them to find each other. Is this intentional? Was it just a fluke that wds-slave worked for peer discovery at all? Not a big deal, but seems like it would be more efficient to run wds-slave for mesh only operation where you are not providing ap functions for end node authentication, etc.
