Problem with hotspot in RB750 for Wifi users

Hi,

I have a problem with hotspot in RB750 for Wifi users.
My using plan is in attached file

My RB750 (IP: 10.0.1.1) is connecting to Internet with setting up PPPOE Client. All Wifi Routers (are defined IP from 10.0.1.2 -> 10.0.1.10) are connecting to RB750 in mode access point with auto DHCP.
In RB750 I have set up Hotspot server and created users. And in Walled Garden I added Wifi Routers's IP with allowed permission for IP from 10.0.1.2 -> 10.0.1.10.

Before, in my wifi system there are 70 users who must login in hotspot authentication page (10.0.1.1) with their username & password that created in Hotspot users tab. And then they can use Internet immediately. Using ipconfig command , user IP is defined in 10.0.1.11 -> 10.0.1.254.

But today after reinstalling Windows 7 in some laptops that can directly connect to internet without authentication in Hotspot page (IP: 10.0.1.1). And they can not open hotspot page in 10.0.1.1. I check with ipconfig command, user IP is defined like 192.168.0.x. But these users can only read news in browser. They can not play online games, can not login in Yahoo messenger, Skype, or other programs.

I dont understand where is mistake? This is problem of computer is not automatic defined IP with DHCP mode of Wifi Router or Have I setup not correctly in Hotspot page?

Below is screen of tab "hosts" in hotspot page. The 1st column of 2 users is "D" - dynamic. Other is right must be "AH" - DHCP.

Now I want to deny "dynamic" and allow only DHCP IP.

Can you not just select Address Pool-None in the Hotspot settings tab?
