Restlesspowerbox have a 3 problem:

1 - Top version have only 8 PoE port ( i need a modular system... up tu 10 ports)
2 - Battery pack is too small ! Only 7Ah !!! If connect a battery pack of 300 Ah the time for charging is long
3 - 1600 Dollar (with all plugin and only 8 PoE port) ?!?!? Eltek have a battery pack system for half of this price... but not have a gsm system and work only on 48v

Must be connected in series, two such devices.
Of course this requires two batteries, and it was good.
The output will be from 21 to 27V.
The rest can be easily done by eating it comes to MikroTik.
