More information... version? routerboard? Pc? what are you using? config? has this always happened? after update???

Your answer makes no sense. Why are you recommending 4.17? You don't even know what device they have.

Many RouterBOARD devices come preinstalled with RouterOS v5 and don't support v4.17. Please do not recommend such downgrade without knowing what device the person is using, as it can make their device unusable.
