problem we are seeing most often with dhcp-server is

1) you assign IP address to interface
2) bridge interface
3) add dhcp-server on interface

so, do '/ip address print detail' and see what is actual-interface ip address is assigned to. On that interface then create dhcp server using '/ip dhcp-server setup' command where most of the fields will be auto-completed from network address assigned to the interface and make sure it is not witched or bridged port, then you have to create it on master interface.
