limiting download rate in hotspot

hi, i´ll like to know how can i set the donwload rate for hotspot user, as an example, some of them will download at 512 kbs and others at 1024, how can i do this using the profiles??

Each user most have a profile , and the profile most have a rate limit in the format : limit tx/rx burst limit tx/rx burst trhs...tx/rx time burst t/t etc......
all in the same line....
