Router Lights During Boot

Does anyone know how the lights on all the ether ports are supposed to work during bootup?

Problem: I have a router (CCR1036-24G-4S) that periodical in increments of 2 minutes to 2 hours will just completely lock up and only a hard reboot will fix it.

Symptom: When booting a random selection of ether lights will come on. Followed by another random set of lights, then follwed by the bootup beeps.

Something I noticed while installing the previous router that this one was supposed to be replacing (RB1100AH) is that when booting, all the ether lights would flash in totaly unison. I tried rebooting the router a few times and again they all flashed in unison.

The router in question is a CCR1036-12G-4S Brandnew and has not been put into service yet other then the few hours that it was failing.

Does anyone know if this strange light Flashing could be a sign of a hardware failure?

Yes, I have upgraded firmware. It has happened on both 6.5 and 6.7

No I have not had ample time to test this sitting by itself to see if it will do it without any traffic and now I have not reset my configuration.
