If you have two radius servers setup and an account isn't found on the first radius server, will it look at the second?

No. If you have two RADIUS servers set for the same service, the second server is used only if the first server does not respond. If the first server responds with ACCESS-REJECT, the second server is not used.

You can kinda trick the router if you use FreeRADIUS by using an ACESS-REJECT delay longer than the timeout. The router will think the first RADIUS server did not respond, so it will check the second server.
