I'm not sure if "bad command bios" means anything bad.
before anything try setting your interface 5_IN to POE auto on and to advertise
auto-negotiation=yes advertise=10M-half,10M-full,100M-half,100M-full,1000M-half,1000M-full full-duplex=yes
If no change I suggest to netinstall the ROS again and begin re-configuring from scratch
