2 ISP and load balance at the whole local network

Hello,

i want in my new house with not so good ISP a simple but specific masquerade.

my configuration...

2x ISP with 16/1 mbit ADSL over PPPoe Client

1x RB2011UiAS-RM
1x TP Link 24x GBit Switch
and some RB751G Wireless AP

i dont realy know whats the final configuration for me but i have 2 ideas:

1.:

i want that 2 lines can used from the whole network... 192.168.1.2-192.168.1.254
i dont want to split the lines at diferent ip ranges...
when the network needs 5mbit i want that every line makes 2,5mbit.


2.:
same like 1. but when the network needs 5mbit ... one line makes 5 mbit... and the other is for surfing in the web free...
when the network needs over 16mbit down .... maybe 25 or more than ... the first line makes 16 and die other 9 and and and and and...



but on the end i will can use 32mbit down for a tranfer like ftp or so...


sorry for my bad english i hope you have understand what i need...


ps: the solution over ppc and the other things that i have found on wiki is not the right thing.... i dont want a port or a ip selection for this 2 lines...
